notice of By-Laws proposal

The LHENA Oversight Committee will be proposing the following adoption to the LHENA by-laws, which will read as Article 17: "Other policies, rules, codes, procedures, etc. may be developed and adopted by the board by a 2/3rds majority so long as they do not conflict with the by-laws herein."
